Mission Statement:

The Department of Community Services, through a broad continuum of community-based programs and initiatives, strives to provide quality, cost efficient human services focused on enhancing the quality of life for children, families, older adults and persons with disabilities while cultivating partnerships to address the needs and interests of the community.

The Department is committed to providing quality, cost efficient community-based services to the citizens of Cecil County, through each of the following divisions:

• Aging and Disability Services: provides community-based supports and services through case management, counseling and advocacy.

• Animal Services

• Cecil Transit: oversees all county transit operations through the implementation of a fixed route and demand response bus service and the Rural Transportation Initiative which includes the Taxi Voucher Program and the Veteran’s Bus Pass Program.  

• Community Partnerships: seeks to build and foster collaborations with public and private entities to evaluate and address the needs of the community.

• Community Wellness: offers a wide array of programming to promote active and healthy lifestyles, enhanced socialization options, and nutrition.
