LAND USE AND DEVELOPMENT SERVICES
County Executive Alan McCarthy announced today that services currently delivered in three different departments will be combined and housed under one new department, to be called the Department of Land Use and Development Services. In accordance with this reorganization and consolidation, services provided by Planning & Zoning, Permits & Inspections and the plans review function of the Department of Public Works will all be combined as divisions within the new Department of Land Use and Development Services.

Poultry Confined Animal Feeding Operations (CAFOs) - Executive Order 01-2017
County Executive Alan McCarthy is pleased to announce that he has signed Executive Order 01-2017, which requires that the Cecil Soil Conservation District consult with the Director of Planning & Zoning to obtain comments regarding the implementation of best management practices during review of applications for Confined Animal Feeding Operations (“CAFO”). A CAFO application includes a proposal to discharge manure, litter, or process wastewater as part of the overall concentrated animal feeding operation. A CAFO facility must be designed, constructed, operated, or maintained, such that a discharge to local surface waters will occur in strict compliance with State environmental laws and regulations.

News Release 17-07 - Cecil County Department of Public Works
Elkton, MD – The Chesapeake Bay Trust (CBT) has awarded a $75,000 Watershed Assistance Grant to Cecil County Government to fund the design of stormwater management projects to improve water quality at the Bohemia Manor Middle/High School and Charlestown Elementary School campuses. The County will provide $23,000 in matching funds and in-kind services.

Best Available Technology Sewage System Regulation Changes
The Maryland Department of the Environment (MDE) has notified Cecil County Government that effective November 24, 2016, Best Available Technology (BAT) sewage systems will only be required for new construction or replacement systems in the Chesapeake Bay critical area. Once the new regulation becomes effective, any existing permit for a conventional sewage system outside the critical area could request a conventional tank to replace the BAT system specified in the plans. Applying for a revised plan will not be necessary. For more information regarding this regulatory change, please contact the Cecil County Department of Environmental Health at 410-996-5160.
