Section 287(g) of the Immigration and Nationality Act was added in 1996 to authorize the Attorney General to delegate federal immigration authorities to state and local law enforcement officers. This authority was later transferred to the Secretary of Homeland Security.

Memorandum of Agreement

Cecil County Sheriff Scott Adams signed the Memorandum of Agreement with the Federal Government on February 5, 2019.

Annual 287 (g) Steering Committee Meeting

The 287(g) steering committee meeting will be held on Wednesday, October 25, 2023 at 10:00 AM. The meeting will be held online via Microsoft Teams Meeting. To receive a link to attend the meeting please email darryl.osborne@cecilsheriffmd.gov by Thursday, October 19th. Any member of the public wishing to provide written feedback or questions should email Darryl Osborne (darryl.osborne@cecilsheriffmd.gov) by Monday, October 16th.  

The focus of the meeting is to increase community awareness and receive feedback on the US Immigration and Customs (ICE) 287(g) program.

Steering Committee

  • Improve program oversight and direction.
  • Identify issues and concerns regarding immigration enforcement activities.
  • Increase transparency.
  • Offer the community opportunities to communicate community-level perspectives.
