*Boat Ramp Permits can be obtained by mail, by purchasing at the Sassafras Harbor Marine Store, or by purchasing between 8a-3p at the County Administration Building (200 Chesapeake Blvd, Elkton, MD) or at the Cecil Community Center (17 Wilson Road, Rising Sun, MD).  A permit is not required for the launching of kayaks. For processing by mail, please complete the permit application ( Boat Launch Permit ) and mail with payment and a self address stamped envelope to:  CECIL COUNTY PARKS & RECREATION, 200 CHESAPEAKE BLVD., STE. 1200, ELKTON, MD  21921

**Parks are open daily from dawn until dusk.  Anyone requiring access the upper parking lot at the Elk River Boat Launch must contact Parks and Recreation prior to arriving.  410-996-8103, Monday - Friday between 8am-3:30pm.
