Director of Administration

Steven Overbay was appointed Director of Administration on October 20, 2021, by County Executive Danielle Hornberger. Prior to his current role, Mr. Overbay served as Director for the Cecil County Office of Economic Development.  As a graduate of Towson University with more than 15 years of local government experience, Mr. Overbay has served in leadership positions within the region focused on economic development, defense, transportation, housing, and community development initiatives.
