MINUTES OF THE BOARD OF LICENSE COMMISSIONERS
OF CECIL COUNTY
The Board of License Commissioners of Cecil County met in a regular session at the County Administrative Building, Conference Room, 200 Chesapeake Boulevard, Elk Room, Elkton, MD on Wednesday, April 24, 2013 at 9:15 A.M.
PRESENT: Tim Snelling, Chairman
Carrie L. Taylor, Commissioner
H. Norman Wilson, Jr., Esquire
Earl R. Bradford, Chief Alcohol Beverage Inspector
Robin Coyle, Administrative Assistant
Commissioner John Eller was excused.
Request for change in mode of operation.
B-49 – Robert Matthews, President; Thomas Matthews, Secretary/Treasurer, Bakers Restaurant, Inc., 1075 Augustine Herman Highway, Elkton, MD 21921.
Rob Matthews appeared before the Board; he stated they would like to build an outside deck and are requesting permission to put a portable or temporary bar out there at this time. He stated there is an entrance through the bar. Chairman Snelling stated if approved, there would be a 30-day trial period, if there were no problems, it would become permanent. Commissioner Taylor made a motion to approve; Chairman Snelling seconded that motion and they voted unanimously to approve the outside deck with portable/temporary bar.
B-21 - Wenfried Wiesnegger, Owner; Bayard House Restaurant, LLC, T/A Bayard House, 11 Bohemia Avenue, Chesapeake City, MD 21915
Wenfried Wiesnegger appeared before the Board; he stated they have an existing patio and would like permission to extend the bar, this would be an extension of the Hole in the Wall. Chairman Snelling asked if they would have music out there, he stated not more than the background music they already have. Commissioner Taylor made a motion to approve; Chairman Snelling seconded that motion and they voted unanimously to approve the outside patio for alcoholic beverage sales.

Application received from Pam Geracimos, Member; P&D North East, LLC, T/A Alexandra's Village, 701 East Pulaski Highway, Elkton, MD 21921 for issuance of a new Class "A" Beer, Wine & Liquor Alcoholic Beverage License
Pam Geracimos appeared before the Board with Dean Geracimos. . Mr. Wilson read the public notice which appeared on dates of Wednesday, April 10 and 17, 2013. The fully executed application packet with proper fees included: signatures of 10 registered voters and property owners in District 3-1; Alcohol Awareness Training showing they have taken the class; Certification Form stating the nature of the business will be 'Liquor store in a strip center, self enclosed suite'. Mr. Wilson asked the applicant if the information submitted on the application is true today as when they signed it February 27, 2013, the applicant stated yes. Chairman Snelling asked when they would be ready to open; Mrs. Geracimos stated late fall as there are still renters in the space. Commissioner Taylor made a motion to approve; Chairman Snelling seconded that motion and they voted unanimously to approve the new license.
Application received from Angel Granado, Sr., Owner; Po-Boys Restaurant, LLC, T/A Po Boy's Restaurant, 801 East Pulaski Highway, Space 127, Elkton, MD 21921 for issuance of a new Class "B" Beer Alcoholic Beverage License
Angel Granado appeared before the Board with Dean Geracimos. . Mr. Wilson read the public notice which appeared on dates of Wednesday, April 10 and 17, 2013. The fully executed application packet with proper fees included: signatures of 10 registered voters and property owners in District 3-1; Alcohol Awareness Training showing they have taken the class; Certification Form stating the nature of the business will be 'Cajun Creole food sandwiches platters'. Mr. Wilson asked the applicant if the information submitted on the application is true today as when they signed it March 15, 2013, the applicant stated yes. Chairman Snelling asked when they would be ready to open; Mr. Granado stated mid-May. Mr. Grenado stated he was previously in the Elkton Farmers Market area and has moved to the former JR's Discount spot; there will be no alcohol outside; he would like to have a Grand Opening with a car show, but again no alcohol outside; he also stated no package goods, on-premises sales only. Commissioner Taylor made a motion to approve; Chairman Snelling seconded that motion and they voted unanimously to approve the new license.

Commissioner Taylor made a motion to approve; Chairman Snelling seconded that motion and they voted unanimously to approve the Change of Officers.

§ Luca Sophia has requested to change their name to Black Pearl Surf & Turf Grill
Commissioner Taylor made a motion to approve; Chairman Snelling seconded that motion and they voted unanimously to approve the Change of Trade Name.
· Legislative Items
o Beer Growlers and Wine Festival legislation were approved and will go into effect July 1st.
