MINUTES OF THE BOARD OF LICENSE COMMISSIONERS

OF CECIL COUNTY

 

The Board of License Commissioners of Cecil County met in a regular session at the County Administrative Building, Conference Room, 200 Chesapeake Boulevard, Elk Room, Elkton, MD on Tuesday, April 29, 2008 at 9:15 A.M.

                        Lease Management Agreement - Request from Jeffrey Isaacs, Managing Member of Paradise Grill, LLC and Eric Jay Polansky, Member; EJP, LLC, T/A Paradise Grill, 510 Main Street, North East, MD 21901 for Class "B" BWL Alcoholic Beverage License No. B-125

 

Jeffrey Isaacs appeared the Board regarding the lease management agreement between Eric Polansky, EJP and Jeffrey Isaacs, Paradise Grill.  Mr. Isaacs stated he is running a family restaurant and has recently gained permission from the Town of North East to change the hours from 6:00 AM through 11:00 PM seven days a week.  He plans to keep it family style; he stated his wife Stephanie currently has had TIPS training and he has taken it in the past for the fire company.  The Board asked if he had off-street parking; Mr. Isaacs stated yes, in the rear.  He also stated he has added tables and umbrellas outside and would later like to add a deck and have permission to serve alcohol outside; Mr. Gerweck stated he should submit a copy of the plans to the Board office that he submits to the town.  With no further questions Mr. Curry made a motion to approve the lease management agreement; Mr. Gerweck seconded that motion and the Board then voted unanimously to approve the lease management agreement.

 

New License Application - Application received for issuance of new Class "B" Restaurant Beer, Wine & Liquor License to Niky Kalaitzolglou; 881 E. Pulaski Highway, Elkton, MD 21921

 

Niky Kalaitzolglou appeared before the Board with Dan Eshek, Business Manager for Mr. Kalaitzolglou.  They were duly sworn by the Clerk; Mr. Wilson read the public notice which appeared on dates of April 16 and April 22, 2008.  The fully executed application packet with proper fees included: Zoning Certificate signed by J. Craig Trostle, Zoning Administrator for the Town of Elkton, signatures of 10 registered voters and property owners in District 3-1; Alcohol Awareness Training; Certification Form stating the nature of the business is restaurant with alcohol service; Validation for Sunday Sales; Worker's Compensation.  Mr. Wilson asked if the application was correct today as when the applicants signed it; the applicant stated yes.  Ms. Coyle stated there is a tax issue and they will need to contact the Comptroller's Office regarding this issue and the office will need to receive a letter from the Comptroller's Office stating the tax issue is cleared before the license is issued.  With no further questions, Mr. Gerweck made a motion to approve the issuance of the new license; Mr. Curry seconded that motion and the Board then voted unanimously to approve the issuance of the new license.

 

Transfer License Application - Application received for transfer of Class "B" Beer, Wine & Liquor Alcoholic Beverage License No. B-81 to Amy Lynn Charles, Owner; Katina Shae Knox, Owner; Slacker's Inc., T/A Slacker's Irish Pub, 989 E. Pulaski Highway, Elkton, MD 21921 from Stephen B. Slack, President; Terri Tersigni, Assistant Secretary, Manniso and Slack, Inc., T/A Slacker's Irish Pub, 989 E. Pulaski Highway, Elkton, MD 21921

 

Amy Charles and Katina Knox appeared before the Board with current owner Steve Slack.  They were duly sworn by the Clerk; Mr. Wilson read the public notice which appeared on dates of April 16 and April 22, 2008.  The fully executed application packet with proper fees included: Zoning Certificate signed by J. Craig Trostle, Zoning Administrator for the Town of Elkton, signatures of 10 registered voters and property owners in District 3-1; Alcohol Awareness Training; Certification Form stating the nature of the business is restaurant with alcohol service; Validation for Sunday Sales; Worker's Compensation.  Mr. Wilson asked if the application was correct today as when the applicants signed it; the applicant stated yes.  They stated settlement is to occur on Thursday, May 1, 2008.  With no further questions Mr. Gerweck made a motion to approve the transfer of the license conditioned upon settlement; Mr. Curry seconded that motion and the Board then voted unanimously to approve the issuance of the new license.

 

Transfer License Application - Application received for transfer of Class "B" Beer, Wine & Liquor Alcoholic Beverage License No. B-65 and reclassification to Class "A" Beer, Wine & Liquor Alcoholic Beverage License to Tushar Patel, Managing Member; Michael Pagliaro, Resident Agent; Nileshkumar Jasbhai Patel, Member; Panna LLC; T/A Northside Liquors, 701 Bridge Street, Elkton, MD 21921 from Michael Pagliaro, Member/Owner; Robert Pagliaro, Member/Owner; Keith P. McKenica, Member, Mr. P's LLC, T/A Northside Liquors, 701 Bridge Street, Elkton, MD 21921

 

Tushar Patel, Michael Pagliaro and Nileshkumar Patel appeared before the Board with attorney Jason Allison.  They were duly sworn by the Clerk; Mr. Wilson read the public notice which appeared on dates of April 16 and April 22, 2008.  The fully executed application packet with proper fees included: Zoning Certificate signed by J. Craig Trostle, Zoning Administrator for the Town of Elkton, signatures of 10 registered voters and property owners in District 3-1; Alcohol Awareness Training; Certification Form stating the nature of the business is restaurant with alcohol service; Validation for Sunday Sales; Worker's Compensation.  Mr. Wilson asked if the application was correct today as when the applicants signed it; the applicant stated yes.  They stated settlement is to occur on Thursday, May 1, 2008.  With no further questions Mr. Gerweck made a motion to approve the transfer of the license conditioned upon settlement; Mr. Curry seconded that motion and the Board then voted unanimously to approve the issuance of the new license. 

 

Lease Management Agreement - William E. Gravlee, Managing Member, Triton Marina Services, LLC, T/A Walsh's Dockside @ Triton Marina, 285 Plum Point Road, Elkton, MD 21921 for Class "B" BWL Alcoholic Beverage License No. B-83

 

William Gravlee and Mike McKinney appeared before the Board; they presented the Board with an unexecuted copy of a Management Agreement.  They plan to go to settlement on the business on Thursday, May 1st.  With no questions from the Board Mr. Gerweck made a motion to approve the Management Agreement with the condition that they submit executed copies of all documents; Mr. Curry seconded that motion and the Board then voted unanimously to approve the lease management agreement.

Mr. Gerweck made a motion to approve the Change of Officers for the renewals received; Mr. Curry seconded that motion and the Board then voted unanimously to approve the Change of Officers.

Mr. Curry made a motion to approve the Catering Licenses for the renewals received; Mr. Snelling seconded that motion and the Board then voted unanimously to approve the Catering Licenses.

Chief Bradford stated that 30 out of 61 establishments have sold during Operation Stay Alert; the program will end this week.

 

 

With no further business to discuss Chairman Snelling adjourned the meeting at 10:45 A.M.
