The Division of Water & Sewer Planning is a division of the Department of Land Use and Development Services. The Division is responsible for effectuating the goals and objectives of the Cecil County Comprehensive Plan and achieve the recommendations of the Plan's water resources and land use elements through the development and implementation of water supply and sewerage disposal plans, permits, and policies.

All applications and permits for the Division of Water & Sewer Planning are submitted through our online portal.

NOTICE:

Cecil County is outside the seasonal (wet weather) soil testing period. Properties considered to be seasonal by soil type or landscape position must have their soil evaluation and testing performed during the seasonal testing period. Applications determined to meet these criteria will be held until conditions are determined to be in the seasonal testing period based on groundwater monitoring data.

The Division will contact applicants starting in December regarding requirements to set up the site for wet seasoning monitoring.
