Solid Waste Disposal Facilities

Cecil County operates three solid waste disposal facilities. The Central Landfill Facility is located off of MD Route 7, approximately 11/2 miles east of North East. Two smaller transfer facilities are located at Woodlawn, off Firetower Road in Colora, and Stemmer's Run on Stemmer Run Rd. near Earleville. Any Cecil County resident with a valid Maryland Driver's License and Registration can use any of these facilities. Commercial and industrial haulers can use the Central Landfill. No out of County refuse is accepted.

Wastewater Facility

Cecil County also operates a Wastewater Facility at 123 Carpenter's Point Road in Charlestown for the disposal of septage.

Charge Accounts

The Cecil County Finance Office is responsible for the billing of charge accounts at the above facilities.

To open a charge account, complete the Application and return via email to  mdorsey@ccgov.org or fax to 410-996-5319. Upon receipt of the completed application, the Cecil County Finance Office will conduct a credit check and begin the process of establishing the account. Please allow five (5) working days for processing. A permit decal, which must be displayed on the vehicle, will be issued once the account has been established.

Credit accounts are billed monthly with the due dates stated on the bills. If payment is received after the due date, then monthly interest of 1% accrues or a $5.00 late fee charged, whichever is higher. Customers with outstanding balances past due fifteen (15) days will lose dumping privileges and may be subject to legal action for non-payment.

Returned Check Notice (Dishonored Check): In accordance with Maryland Annotated Code Commercial Law Article § 15-802 and Maryland Annotated Code Criminal Law Article § 8-106 and § 8-107, Cecil County charges a $35.00 collection fee for any dishonored check. The County also reserves all other rights and/or remedies afforded under the aforementioned articles.
