The Training and Education Division of Cecil County Department of Emergency Services (CCDES) is in the Frank W. Muller Emergency Services Training Center. The building is dedicated to former Cecil County Department of Emergency Services Director Frank W. Muller. One of Frank's accomplishments was establishing Cecil County's advanced life support care program; the first of its kind for Cecil County. Frank W. Muller served Cecil County in various roles within public safety (public safety dispatcher, police officer, emergency medical technician, firefighter, paramedic, instructor, and Director of Emergency Services). Working as a public servant for Cecil County, his leadership, vision, and experience prepared the foundation for today’s operations of the Cecil County Department of Emergency Services. The dedication of the building was on May 19, 2023.  Since dedication, the training center provides two classrooms, additional office spaces and training classes for first responders and CCDES allied partners. The training center resides next to Cecil County Department of Emergency Services.  

The Training and Education Division of Cecil County Department of Emergency Services (CCDES) is responsible for the coordination and delivery of continuing education classes, initial educational, certification classes and new employee orientation through an academy program. In conjunction with the Maryland Fire and Rescue Institute (MFRI) we are recognized as an Academy and work within the confines of an Academy Agreement with MFRI.
