New EMS programs and capabilities are up and coming by delivering robust pre-hospital care in Cecil County. Cecil County EMS will soon roll out Ultrasound Technology and Intravenous Nitroglycerin Infusion. Discovery stages to carry blood on our units. The Department of Emergency Services will be breaking ground later this year (2024) for our additional station on Appleton Rd. Planning continues for a new station to be constructed at Charlestown Crossing that will replace our current station between Elkton and North East.
Cecil County EMS operates (4) Advanced Life Support quick response units, (1) Advanced Life Support Ambulance and (2) Supervisor Units 24 hours a day, 7 days a week to supplement the response of our 9 volunteer fire departments. Our goal is to provide state-of-the-art emergency care with skill, compassion and dignity to the citizens and visitors of Cecil County who are ill or who have been injured. We have been proudly providing service for 30 years, starting in September 1988. Cecil County EMS responds to approximately 15,000 calls annually.
We currently utilize Chevrolet Suburban’s QRV’s stationed throughout the County. One of these units is assigned to the Shift Commander, who is responsible for the daily operation of the shifts. When fully staffed, a secondary unit is designated as a supervisor unit also. The division also maintains a Mass Causality Trailer capable of handling 25 patients and a (2) John Deere Gators modified to carry a fully immobilized patient.
The department values its close working relationship with the local medical community. Our Physician Medical Director, Dr. Morganne Castiglione is a board-certified emergency medicine physician with Doctors for Emergency Services, based out of Newark, DE. Her Emergency Medicine residency education was completed through Christiana Care Emergency Medicine’s residency program, graduating in 2017 as Chief Resident. Prior to this, her medical education was completed at the Medical University of South Carolina. She was born and raised in northeast Pennsylvania. She has been a resident of Delaware now for several years. She is excited to join the Cecil County EMS team and is eager to meet everyone. She has special interest in critical incident debriefing, community outreach, and team training.
