The Emergency Management Division is responsible for coordination and oversight of intercounty, state, and regional collaborative domestic preparedness efforts. This division’s primary focus is on programmatic and planning initiatives to increase effectiveness through the four phases of disaster: mitigation, preparedness, response, and recovery. Emergency management personnel are responsible for training, coordination, and response of all County Emergency Operations Center staff. The Director of Emergency Services is the appointed and sworn Emergency Manager for the county, responsible for leading emergency management efforts. The Director is supported by the Deputy Director of Emergency Management and the Emergency Planner.
Program initiatives for the Division of Emergency Management include areas such as radiological emergency response planning, disaster debris management, natural hazards preparedness, response, and recovery, identification of populations with access and functional needs, and all-hazards exercise design and implementation.
Emergency Management program is responsible for the county’s hazard mitigation plan, threats and hazards assessment, annual planning for Peach Bottom Atomic Station and conducting training with local partners. The Emergency Operations Center can be activated in the event of an emergency, severe weather situation or a planned event. A mobile command vehicle supports the program by having a common support for agencies at a specific location.
Cecil County DES has recently received federal adoption for the newest hazard mitigation plan. A hazard mitigation plan is required by FEMA every five (5) years and prior to final approval all the local municipalities have adopted this plan. The plan is an all hazard plan for Cecil County and outlines threats, hazards, risk assessment, significant historical weather that impacted Cecil County and methods towards reducing life and property from harm.
