Any registered voter in Maryland may request and vote by Mail-In Ballot (MIB).
Voters who prefer to vote from home can request a mail-in ballot via:
- Online for voters with a Maryland driver's license or MVA-issued ID card;
- By submitting a signed application;
- By telephone;
- In writing; or
- In person at the Cecil County Board of Elections.
- You can also text "VBM" to 777-88 to receive the application on your cell phone.
To request a mail-in ballot application from the Cecil County Board of Elections, call 410-996-5310 or visit the Election Office at the Cecil County Administration Building from 8:00 am to 4:30 pm, Monday through Friday.
Voters may also visit http://elections.state.md.us/voting/mail-in.html to request a mail-in ballot online, to print an application, or for more information.
Complete and return one of the forms below. Read the instructions, enter the required information, print the form, sign it, and return it to the Cecil County Board of Elections. You can return it by mail, fax, or email (scanned as an attachment).

Deadline to request a mail-in ballot for the 2024 General Election is October 29, 2024 by 8:00 pm by mail, or by 11:59 pm (fax/email).
If a voter misses the applicable deadline, the mail-in ballot request must be made in person at the Cecil County Board of Elections.
The deadline depends on how you want to receive your blank ballot.
If you hand deliver your request and the ballots are ready, you can pick up your mail-in ballot. You may take your mail-in ballot with you and return it by mail, or you can vote it at the local board office and give it to an election official. Please visit your local board of elections' website for hours of operation.
If you miss the deadline but still want to vote by mail-in ballot, you or your agent must apply in person at your local board of elections.
Under the federal Uniformed and Overseas Citizens mail-in Voting Act, military voters and voters who live outside the U.S. can vote by mail-in ballot. If you are a military voter or live outside of the U.S., learn more about mail-in voting.
