MINUTES OF THE BOARD OF COUNTY
COMMISSIONERS MEETING
May 25, 2010
The Board of County Commissioners for Cecil County met in session for adoption of the constant yield tax rate for FY11 and the adoption of the FY11 capital and operating budgets at the County Administration Building, 200 Chesapeake Blvd, Elkton, MD. The following members of the Board were present:
- Brian L. Lockhart, President (via telephone conference)
- Rebecca J. Demmler, Vice President
- Wayne L. Tome, Sr., Commissioner
- Robert J. Hodge, Commissioner
- James T. Mullin, Commissioner
Constituting a full Board.
The meeting of the Board of County Commissioners for Cecil County, May 25, 2010 was called to order by Commissioner Demmler at 2:00 p.m.
Commissioner Demmler opened the meeting. Budget Manager Craig Whiteford presented the following three items to the Commissioners:
- ADOPTION OF FY 2011 TAX RATE –
Vice President Demmler called for a vote to adopt the Tax Rate of .9153 of $100 of assessed value, which is a 2.47 reduction in the current rate.
Motion to adopt the Tax Rate in the amount of .9153 of $100 assessed value was made by Commissioner Hodge, seconded by Commissioner Mullin and unanimously carried to approval.
- ADOPTION OF FY 2011 CAPITAL IMPROVEMENT PROGRAM-
Budget Manager Craig Whiteford presented the FY11 proposed Capital Improvement Program in the amount of $23,297,000.
Motion to adopt the Capital Improvement Program was made by Commissioner Hodge, seconded by Commissioner Tome and unanimously carried to approval.
- ADOPTION OF FY 2011 CECIL COUNTY OPERATING BUDGET-
Budget Manager Craig Whiteford presented the FY11 proposed Cecil County Operating Budget in the amount of $163,576,146.
Motion to adopt FY11 Cecil County Proposed Budget was made by Commissioner Tome, seconded by Commissioner Mullin.
Discussion: Commissioner Hodge commented the Commissioners have done an excellent job with the income part of the budget, but feels they could have done better with the expenses. Commissioner Hodge is concerned the economic conditions will continue for a few more years and revenues will continue to fall and believes the commissioners need to be more proactive on spending. While the budget came close it was not to his satisfaction and he could not support the FY 11 Cecil County Operating Budget.
Discussion: Commissioner Demmler commented the goal going into this budget was to meet constant yield, and considering the economic climate this has not been an easy task. While this budget was not as she would have personally liked she will support the majority opinion especially with the final outcome meeting the goal of the constant yield.
Commissioner Lockhart joined these deliberations via telephone.
The motion carried by a majority vote: Tome – Y; Mullin – Y; Hodge – N; Demmler – Y; Lockhart – Y.
A copy of the FY11 Cecil County Operating Budget is attached hereto and incorporated into these minutes.
There being no further business of the County Commissioners, the meeting concluded.
