MINUTES OF THE BOARD OF COUNTY

COMMISSIONERS MEETING

May 12, 2009 - 7:00 P.M.

The Board of County Commissioners for Cecil County met in session for a public hearing on the FY2010 budget at the County Administration Building, 200 Chesapeake Blvd, Elkton, MD. The following members of the Board were present:

  • Brian L. Lockhart, President
  • Rebecca J. Demmler, Vice President
  • Wayne L. Tome, Commissioner
  • Robert J. Hodge, Commissioner
  • James T. Mullin, Commissioner

Constituting a full Board.

The meeting of the Board of County Commissioners for Cecil County, May 12, 2009 was called to order by Commissioner Lockhart at 7:00 p.m. and opened with the Pledge of Allegiance.

- PUBLIC HEARING -

- CONSTANT YIELD TAX RATE HEARING -

Craig Whiteford, Budget Manager, opened the public hearing and read the public notice that was published in the Cecil White regarding the constant yield tax rate for the FY2010 budget. The proposed tax is .94 of $100 of assessed value, which is a two-cent reduction in the current rate.

President Lockhart opened the floor for public comment. The following persons voiced their concerns/comments relating to the constant yield tax rate.

-FY 2010 CECIL COUNTY BUDGET-

Budget Manager Craig Whiteford presented an overview of the FY10 proposed budget.

President Lockhart opened the floor for public comment. The following individuals voiced their concerns/comments relating to the FY 2010 proposed budget:

Commissioner Lockhart stated that the Commissioners will take all comments into consideration. The FY 2010 budget will be presented for consideration on May 26, 2010.

Commissioners Comments -

Commissioner Mullin commented that the Board has some very serious work ahead of them and that cutting services may be a reality.

Commissioner Demmler commented that the Board will be working diligently on this budget.

Commissioner Hodge thanked everyone for attending and assured the audience that the budget has not been finalized. He encouraged anyone disputing their property tax assessments to file an appeal.

Commissioner Tome commented that the Board is working to strike a balance to allow for a good quality of life in Cecil County. He encouraged anyone who has not taken advantage of the property tax credit to do so and offered forms that citizens could fill out and return to the Treasurer's Office.
