The Board of County Commissioners for Cecil County met in regular session at the County Administrative Building, 107 North Street, Elkton, MD, on Tuesday, January 9, 2007.  The following members of the Board were present:

William C. Manlove, President
Mark H. Guns, Vice President
Rebecca J. Demmler, Commissioner
Brian Lockhart, Commissioner
Wayne L. Tome, Sr., Commissioner

Constituting a full Board.

The Board adjourned into a closed session at its January 9, 2007 morning work session at approximately 11:35 a.m.  Motion was made by Vice President Guns, seconded by Commissioner Lockhart to adjourn to closed session pursuant to State Government Article 10-508 of the Annotated Code of Maryland to discuss personnel matters, in accordance with State Government 10-508 (a) (1).

The meeting was called to order by Commissioner Manlove at 7:00 p.m. and opened with the Pledge of Allegiance.

The minutes from the December 19, 2006 meeting of the Board of County Commissioners were unanimously approved.

-COMMISSIONERS' COMMENTS-

Commissioner Tome - commented that he is looking forward to a productive new year.

Vice President Guns - wished everyone a happy new year.

Commissioner Lockhart - declined comment.

Commissioner Demmler - commented about the MACO Conference she attended.

President Manlove - commented about the MACO Conference, and stated that it was one of the better conferences in recent years.

- NEIGHBORHOOD YOUTH PANEL UPDATE-

Dawn Rodenbaugh presented the Board with an update of the Neighborhood Youth Panel that she coordinates through a grant program within the Department of Juvenile Justice and the State of Maryland.  The program targets first time juvenile offenders within the community of Rising Sun.  Ms. Rodenbaugh indicated the desire of the Department of Juvenile Justice to expand the program to several other areas of the county, specifically in the Perryville/Port Deposit area.

- PUBLIC COMMENT-

Dianna Broomell, 1000 Nesbitt Road, Colora, MD - commented in reference to the text amendment adopted at the December 19, 2006 meeting concerning Article 17 relating to effective dates of decision by the Board of County Commissioners and the Board of Appeals.

James Monger, 21 Barnes Lane, Perryville, MD - commented on the condition of Carpenter's Point Road and requested that the Board consider allocating funds to repair and resurface it.

Roman Grypka, 3420 Blueball Road, Elkton - commented in opposition to the text amendment passed by the Board at the December 19, 2006 meeting relating to effective dates of decisions by the Board of County Commissioners and the Board of Appeals.

- AGREEMENT WITH UNIVERSITY OF DELAWARE & SENIOR SERVICES & COMMUNITY TRANSIT ALLOWING NURSING STUDENTS TO CONDUCT HEALTH SCREENINGS -

Susan Twigg, Director of Senior Services and Community Transit presented a proposal for the nursing students at the University of Delaware to provide health-care screenings and preventative educational services for the attendees at the Senior Center on a weekly basis.

Dwight Thomey, County Attorney advised the Board that upon reviewing the agreement, any language referring to the County administering health-care would have to be deleted.

This agreement will be presented for consideration at a future meeting.

- APPOINTMENTS -

A motion was made by Vice President Guns, seconded by Commissioner Tome and unanimously carried to appoint the following to the Public Safety Pension Plan Board of Trustees:

James O'Cain - new appointment, replacing Edward McCrae, term to expire 6/3/08
Jeffrey Clewer - reappointment, term to expire 12/21/10

- BID NO. 07-38 - OVERHEAD DOORS REPLACEMENT - CENTRAL GARAGE

Upon the recommendation of the Purchasing Agent, motion was made by Commissioner Tome, seconded by Commissioner Lockhart and unanimously carried to award Bid No. 07-38 to Keystone Overhead Door in the amount of $19,745.00.

- BUDGET AMENDMENT NOS.  - 64 - 72 -

Motion was made by Commissioner Tome, seconded by Vice President Guns, and unanimously carried to approve Budget Amendments Nos. 64-72.  A copy of these budget amendments are attached hereto and made part of these minutes.

The next regular meeting of the Board of County Commissioners will be held on Tuesday, January 23, 2007 at 7:00 p.m. at the County Administration Building, 107 North Street, Elkton, MD 21921.

There being no further business of the County Commissioners, the meeting concluded.
