The Cecil County Board of Health met in the County Commissioner ’s Board Room 107 North Street , Elkton , Maryland on Tuesday, June 6, 2006 . The following members of the Board were present:

The Cecil County Health Department Quarterly Report for January – March, 2006 was presented to the Board by Dr. Bailey.
The Alcohol and Drug Center implemented a new treatment approach based on the States of Change Model. The new approach will create a more individualized system of care that examines a client’s readiness to change drug-related behaviors. The first Drug Court session was held on June 5 and a report will be available next month.
In the Division of Environmental Health Services, wet season soil testing was suspended due to the continued falling groundwater table levels. Testing was not resumed during the 2006 season. Those applicants who were unable to have testing conducted will be given priority for the 2007 seasonal testing period.
The water sampling inspection activities for those public water systems which are classified as “transient non-community systems” presently samples and inspects 181 systems in the County. The Health Department will receive $20,170 in funding for this program from MDE through a Delegation Agreement.
The Office of Epidemiology and Emergency Preparedness will be hosting a Pandemic Influenza Summit on June 27 at 9:00 A.M. at the Cecil County Health Department. The newly-established Cecil County Veterinary Advisory Council was held in March. The Annual Rabies Vaccination Clinics dates are scheduled for June 10, June 17, and October 7.
The Bathing Beach Sampling Program was presented. A total of 18 beaches will be sampled this season on a weekly basis.
