The Board of County Commissioners for Cecil County met in regular session at the Cecil Community College, Milburn Stone Theater, North East, Maryland on Wednesday, May 7, 2003.  The following members of the board were present:

Nelson K. Bolender, President
Phyllis Kilby, Commissioner
Harry A. Hepbron, Commissioner
William C. Manlove, Commissioner
Mark H. Guns, Commissioner

Constituting a full Board.

The meeting was called to order by President Bolender at 7:00 p.m.

-         PUBLIC HEARING – PROPOSED BUDGET

A public hearing was held on the proposed budget for Cecil County for fiscal year July 1, 2003 through June 30, 2004.

President Bolender read a statement, a copy of which is incorporated as part of these minutes.

The following persons addressed the Board by expressing their feelings, desires and/or comments pertaining to the proposed budget:  Wendy McKeen, Lea Farrell, Deina Geishel, Dale Kearns, Jim Redford, Dianne Johnson, George Bell, Fred McDonald, Sheriff Barry Janney, Lois Inglisa.

Motion was made and the public hearing was adjourned.
