The Cecil County Board of Health met in the County Commissioner’s Board Room 107 North Street, Elkton, Maryland on Tuesday, December 2, 2003. The following members of the Board were present:
Nelson K. Bolender, President
Harry A. Hepbron, Commissioner
William C. Manlove, Commissioner
Mark H. Guns, Commissioner
Dr. Virginia Bailey
Constituting a majority Board.
Dr. Bailey advised the last clinic for flu shots will be conducted on December 8, 2003 at the Rising Sun Community Center and encouraged all at-risk citizens to take advantage. The Cecil County Health Department has administered 3,600 flu shots so far this year.
Dr. Bailey updated the Board on the “Judy Center”. The Cecil County Judy Center is a comprehensive, community based program that offers a full range of services to young children and their families. The Judy Center coordinates services of partner agencies at the Holly Hall Elementary School and the Family Education Center providing early educational services for children ages from birth to five years to promote school readiness. Some of the other services provided at the Judy Center are:
§ Full day/full year wrap around child care for children birth to five years
§ Family Literacy programs, resources and activities
§ Dental & Health screenings
§ Early Head Start programs
§ Pre-Kindergarten and kindergarten classes at Holly Hall Elementary School
In addition developmental assessments and evaluations are provided for children in the following areas:
§ Speech/language
§ Physical development
§ Self-help skills
§ Social/emotional development
§ Special Education and early intervention services are available for children with special learning needs.
The Judy Center provides many services to support and empower families. They include:
§ GED/ABE classes
§ Parent education classes
§ Health related services
§ Job skills training
§ Computer skills training
§ Home visiting
