Our Mission:
The mission of Cecil County Local Management Board (LMB) is to promote the existence of a quality service delivery system for Cecil County children, youth and families through a comprehensive planning process that emphasizes interagency collaboration, accountability, and citizen involvement with local decision-making authority.

Goals:

  • To promote the design of an effective local system of services, supports and opportunities that improve outcomes for children, youth and families
  • To provide technical support and resource development assistance to youth-serving organizations
  • To maintain standards of accountability for locally agreed upon results for children and families
  • To ensure high-level coordination of resources and a collaborative approach to service provision
  • To ensure fiscal responsibility by regularly reviewing revenue and expenditures and by assuring that grant funding is expended prior to local funding

FY24 Programs:

Children of Incarcerated Parents (COIP) is a two-generation strategy designed to provide support to children ages 5-17 who are experiencing the effects of parental incarceration and inmates incarcerated in the Cecil County Detention Center. The program uses case management, Life Skills training, and mediation to strengthen families dealing with the impacts of incarceration, and an evidence-based parenting program to educate and coach incarcerated parents.

The Legacy Program assists youth between the ages of 16 and 24 who have not graduated high school or graduated and are struggling to find and sustain employment. Program participants will be provided opportunities for GED assistance, Transitional Life Skills lessons, soft job skills, paid internships, and various additional supports to improve their future.

The Cecil County Department of Community Services Neighborhood Youth Panel (NYP) program helps to provide direct community-based early intervention, diversion and referral services throughout Cecil County. The program serves first-time and low-risk juvenile misdemeanor offenders and their families by diverting cases from the juvenile justice system and offering community panels, community conferencing, and referrals for needed mental health, trauma or other services.

The Prevention and Overdose Response and Trauma Support (PORTS) program provides a rapid response to overdose victims and their families, assessing the needs of all parties and connecting them with needed resources.

The Mentoring Program will pair youth with an adult volunteer with the goal of fostering a relationship that will contribute to the young person’s growth opportunities, skill development, academic success, and future schooling and employment outcomes. The Mentoring Program will focus on youth experiencing Adverse Childhood Experiences (ACEs) such as parental substance use, mental illness, domestic violence, divorce, and other traumatic experiences.

Trauma Supports will provide trauma therapy to youth and caregivers and will work collaboratively with Cecil County Public Schools to support and train CCPS staff in trauma-informed practices.

 

Meetings:
Regular board meetings are held on the second Monday of each month from 1:00-2:00 pm. Meetings are currently virtual and are open to members of the public:
