In the 2021 legislative session, the Maryland General Assembly enacted the Maryland Police Accountability Act of 2021, which is now codified at Maryland Code Ann. Public Safety Article, Section 3-101 et. seq. ( the “MPAA”).

Pursuant to the MPAA, Bill No. 2022-08 was submitted to the Cecil County Council, and was unanimously approved on July 5, 2022. Bill No. 2022-08 (now codified in Chapter 82 of the Cecil County Code) established the Cecil County Police Accountability Board and the Cecil County Administrative Charging Committee.

What does the CCPAB Do?

  • Work with law enforcement agencies and the county government to improve matters of policing.
  • Receive complaints of police misconduct filed by members of the public.
  • Identify trends in the disciplinary process of police officers in Cecil County
  • Recommend changes to policy that would improve police accountability in Cecil County

What does the CCACC do?

  • Review the findings of a law enforcement agency’s complaint investigation.
  • Make a determination whether to administratively charge a police officer subject to investigation.
  • If the police officer is administratively charged, recommend discipline in accordance with applicable law.
