MINUTES OF THE BOARD OF COUNTY COMMISSIONERS
February 20, 2001
The Board of County Commissioners of Cecil County met in regular session at the Charlestown Elementary School, Charlestown, Maryland, on Tuesday, February 20, 2001. The following members of the Board were present:
Nelson K. Bolender, President Harry A. Hepbron, Commissioner Phyllis Kilby, Commissioner
constituting a full Board.
The meeting was called to order by President Bolender at 7:00 p.m. and opened with the Pledge of Allegiance.
- MINUTES - FEB. 13, 2001 -
The minutes of February 13, 2001, were approved as written.
- COMMISSIONERS' COMMENTS -
Commissioner Kilby advised that a forum will be held on February 24 at Cecil Community College relative to the Octoraro watershed. It is sponsored by the Alliance for Chesapeake Bay, and there is no charge. Also, farmland preservation workshops will be held on February 28 at the Public Library and on March 9 at the Community Center in Rising Sun.
Commissioner Hepbron reported that he attended the ribbon cutting ceremony on February 16 at the Cracker Barrel.
President Bolender advised that Cracker Barrel hired 170 people. He reported that he attended the opening of the new Chamber of Commerce office at 233 East Main Street in Elkton. President Bolender introduced Mr. Pete Williams, who was appointed as Judge of the Orphan's Court.
- TREAS. REPORT -
Ms. Pamela Howard, Treasurer, presented the monthly report of the Treasurer's Office as of January 31, 2001. A copy of the report is incorporated as a part of these minutes.
- CERT. OF RECOGNITION - CHARLESTOWN ELEMENTARY SCHOOL -
The Board presented a Certificate of Recognition to the Charlestown Elementary School for receiving a State of Maryland Blue Ribbon School of Excellence award for education. Also, Mr. Joe Letts, President of the Town Commissioners of Charlestown, presented a plaque to the School.
- PUBLIC COMMENT -
Mr. Fred Orr, Deputy Director of Public Works, gave an update on the Carpenter's Point wastewater collection system project. He advised that he has received an executed contract agreement from the Maryland Department of Housing and Community Development for $450,000 toward the connection charges and benefit assessments for eligible low and moderate income families. About 160 homes should be eligible in Phase 1. The anticipated final release of funds will be at the end of March. Mr. Orr stated he will receive the permits in March and will proceed with bidding immediately thereafter. Survey work is on-going.
Mr. Bill Algard inquired about the status of the pipeline on Route 40, and President Bolender stated the County is still working on agreements with the Towns. He asked if the County lost a grant for Performance Food Group due to paperwork not being filed on time and was advised by the Treasurer that the County did not.
Mr. Joe Carabetta inquired about the cleaning up of the stump dump near the Seneca Point Wastewater Treatment Plant, and Mr. Al Wein, County Administrator, responded by stating the Planning & Zoning Office is working on this project.
Mr. Roland Wills asked if Lot 41 in Montgomery Oaks conformed to the stormwater management plan. He also inquired as to how someone could get an occupancy permit without having a grading permit.
Mr. Vance Fields advised that he met with various officials concerning the control ponds at the Woodlawn Landfill, and a second pond has blown.
- PERSONNEL ITEMS -
Ms. Donna Nichols, Director of Human Resources, presented the personnel items. Upon recommendation by Ms. Nichols, motion was made by Commissioner Kilby, seconded by Commissioner Hepbron, and unanimously carried to approve the following appointments:
1) Kelly Harlinski, Substitute House Manager, Domestic Violence/Rape Crisis Center, $8.69 (Grade 3); 2) Gilbert W. Hollingsworth, Jr., Laborer, Roads Division Bridge Crew, $18,075 (Grade 3) - Must obtain CDL within six months of appointment; 3) Stephen Thomas, Equipment Operator I, Solid Waste Division, $20,530 (Grade 4).
Upon recommendation by Ms. Nichols, motion was made by Commissioner Hepbron, seconded by Commissioner Kilby, and unanimously carried to approve the following promotions/transfers/reclassifications: Monty D. Johnson, II, transfer from Weed Control Coordinator to Laborer in Roads, District 2, at $21,327.43 (Grade 3) - Must obtain CDL within six months of appointment; also, Leonard Miller, Laborer, Roads Division Bridge Crew at $18,075 (obtained CDL.) Reclassify to Equipment Operator Trainee at $18,617 (Grade 3).
- DEED - MCKINNEY -
Mr. Fred Orr, Deputy Director of Public Works, presented a deed between James C. and Judith H. McKinney, Robert A. McKinney, and this Board pertaining to land acquisition for reconstruction of the New Cut Road Bridge. Commissioner Kilby stated the question was asked at last week's meeting as to whether the bridge should be stabilized instead of totally reconstructed. She feels that taxpayers' money will be better spent to reconstruct as opposed to repairing the bridge because of longevity. Motion was made by Commissioner Kilby, seconded by Commissioner Hepbron, and unanimously carried to accept the deed.
- BUDGET AMENDMENT NO. 100 -
Motion was made by Commissioner Hepbron, seconded by Commissioner Kilby, and unanimously carried to approve Budget Amendment No. 100. A copy of the Budget Amendment is incorporated as a part of these minutes.
Motion was made by Commissioner Kilby, seconded by Commissioner Hepbron, and unanimously carried to adjourn.
