Cecil County Month in Review - February 2007
Commissioners' and County Administrator's Office
The Commissioners held a ribbon cutting at the Central Landfill celebrating the kick off the gas collection and control system. The event was attended by several officials from the Town of North East, EA Engineering, Science and Technology, National Earth Services, Inc., Shaw Environmental & Infrastructure, Inc., Golder Associates, Inc., and theMaryland Department of the Environment.
The County was awarded a Coastal Communities Initiative Grant to develop a Pilot Watershed Management Plan. Bids were received from five companies and the contract will be awarded in March.
Several of the Commissioners attended the Cecil County Chamber of Commerce Legislative Breakfast with the State Delegation at Bentley's Restaurant.
The Commissioners attended the Chesapeake City Firemen's Banquet and presented a Proclamation to David Briscoe honoring him for being chosen the 2007 Fireman of the Year.
New County Government Building - Construction continues on the new Cecil County Administration Building in the Upper Chesapeake Corporate Center on Route 40. The 83,103 square foot, two-story building, is being constructed in the incorporated town limits of Elkton on an approximate 11.3 acre parcel. The following county departments/offices will be located in the new building: County Commissioners, Administrator, Budget Manager, Human Resources, Permits and Inspections, Electrical Board, Public Works, Planning and Zoning, Parks and Recreation, Election Board, Liquor Board, Maintenance, Senior Services and Community Transit (including Senior Center), Purchasing, Treasurer, Information Technology, Economic Development, Housing, and Extension Office. This project will enable county government to provide our citizens improved accessibility to comprehensive county services, while providing the Circuit Court system much needed additional space for expansion and parking at the Courthouse.
Capital Facilities Administration
Work continued on the downzoning nutrient offset proposal with the Maryland Department of the Environment; discussed creating a cooperative agreement with CECO Utilities for nutrient trading with the county; and continued discussions with SCD to evaluate areas of the county most suitable for land application of treated wastewater.
Reviewed bids for Carpenters Point Sanitary Sewer Phase II, and made recommendation for award.
Parks and Recreation Department

Work is continuing with the Department of Natural Resources and Trust for Public Land regarding appraisals for proposed regional park sites.
Planning and Zoning Department
All minor subdivisions, over 3,650 files, have been scanned and sent to the State Archives. The files are available for viewing over the internet at www.msa.md.gov and click on plats.net in the left hand column. Due to size limitations on our server, the files are not available on the County's website; however, a DVD-R disc is available of the information for a $50.00 fee. Public Works Department
Theodore Road Bridges over Principio Creek and Stony Run were reopened to traffic following their replacement. Final paving and other ancillary work will be completed in May 2007, but will not necessitate closing the bridges to traffic.
The Development Services Division received 83 submittals of various types of plans review.
Thirteen firms submitted proposals to the Department of Public Works to provide engineering consulting services to address Infiltration and Inflow problems in various segments of the county sewer system.
Construction of the Septage Acceptance Station at the Central Landfill was awarded to Dixie Construction Company, Inc. in the amount of $1,832,595.00.
Staff members from Development Services Division (DSD) visited the Harford County Department of Public Works to learn more about Harford County's document scanning efforts in order to assist with DSD's ongoing document scanning project.
Development Services Division conducted an Engineers' Roundtable meeting with members of the local land surveying and engineering community to discuss issues of mutual interest. The main topic of discussion was proposed changes to the County Road Code.
Solid Waste Division Updates
An Audio and video surveillance system was installed at the Central Landfill scale house. The system provides surveillance of vehicles entering and exiting the landfill and is intended to enhance the safety and security of the staff and customers. Signs informing customers of the use of the surveillance system have been posted at the landfill entrance.
The Chief, Solid Waste Management Division, and the SWMD Recycling Coordinator made a presentation on the County's Single Stream Recycling Program at the Perryville Town Commissioners' monthly meeting held at the Perryville Middle School.
The SWMD Recycling Coordinator attended the Cecil County Chamber of Commerce's Business Card Exchange at the Northern Chesapeake Hospice Foundation in Elkton to discuss the County's recycling and source reduction programs.
Roads Division Updates
A representative from Roads Division attended the organizational meeting of a group of concerned citizens intending to organize a community cleanup in conjunction with Earth Day. While Earth Day is Sunday, April 22, 2007, the tentative target date for the cleanup is Saturday, April 21st. The Cecil County DPW will be providing logistical support to the event.
Senior Services and Community Transit
Free eye and hearing screenings were provided for seniors.
