Cecil County Month in Review - March 2007 

Commissioners' and County Administrator's Office

The Commissioners and members of the Economic Development Committee, Chamber of Commerce Government Relations, and Water and Waste Water Committee toured several Artesian Water Company sites to gain a better understanding of the company's innovative approach to water management issues.

Several Commissioners attended an Eagle Scout Court of Honor for Paul M. Brady at Cecil Gospel Tabernacle Church, and Commissioner Wayne Tome attended an Eagle Scout Court of Honor for Nick Holubyckyj III at the First Baptist Church in Perryville.  Each scout was presented a certificate of recognition for his outstanding achievement.   

Commissioners heard comments from the public regarding the development of a Cecil County Airport at two informational meetings held in March.  The meetings were scheduled after the release of a feasibility study on the need for a county airport.

 New County Government Building - Construction continues on the new Cecil County Administration Building in the Upper Chesapeake Corporate Center on Route 40.  The 83,103 square foot, two-story building, is being constructed in the incorporated town limits of Elkton on an approximate 11.3 acre parcel.  The following county departments/offices will be located in the new building: County Commissioners, Administrator, Budget Manager, Human Resources, Permits and Inspections, Electrical Board, Public Works, Planning and Zoning, Parks and Recreation, Election Board, Liquor Board, Maintenance, Senior Services and Community Transit (including Senior Center), Purchasing, Treasurer, Information Technology, Economic Development, Housing, and Extension Office.  This project will enable county government to provide our citizens improved accessibility to comprehensive county services, while providing the Circuit Court system much needed additional space for expansion and parking at the Courthouse.

 Human Resources Department

The department is currently working with a committee to make recommendations to the Board of County Commissioners for changes in the Employee Policy and Procedures Manual.  A public hearing will be scheduled before July 1st to adopt any changes in the policy. 

 The employee attendance and service awards luncheon is scheduled for April 27th and a health and safety fair is being planned for May 17th.

Parks and Recreation Department

Summer camps are being advertised for day camp, lacrosse, field hockey, football, and tennis.

 Elk Mills Park has new playground equipment.

 Public Works Department

Frist Road Bridge over Basin Run was opened to traffic.

 The Development Services Division received 99 submittals of various types of plans review.

 Development Services Division met with Charlestown Town Officials.  All stormwater ponds within the town limits of Charlestown will now be inspected and maintained by the Town of Charlestown.

 Homeowner's Convenience Center was awarded to JJID, Inc. of Bear, Delaware.

 The proposals for Professional Services for the Charlestown Sanitary Sewer Alignment Alternatives Study were received and awarded to Arro Group Incorporated.

 URS, Inc., Newark, Delaware was selected to conduct the Inflow and Infiltration Study for Charlestown and North East.

 Solid Waste Division Updates

John Kirk, Solid Waste Management Division was promoted to Operator l.  

The Recycling Coordinator made a presentation on the County's Single Stream Recycling Program and promoted Household Hazardous Waste Day, Earth Day and the recycling of electronics at the Charlestown Town Commissioner's monthly meeting held at the Charlestown Firehouse.

 The Division promoted home composting, source reduction, and recycling at the Northern Chesapeake Hospice Auction at Racine's Auction House; and Household Hazardous Waste Day and Earth Day on the website which is being held on April 14, 2007.  Cecil County reached a 40% recycling rate for 2006.

 Roads Division Updates

A representative from Roads Division met with the coordinator of the group of concerned citizens regarding Earth Day on ways to inform and educate the public on community cleanup.

 Senior Services and Community Transit

A group of seniors traveled to Annapolis and met with County Delegation to discuss issues important to seniors in Cecil County.
