 Cecil County Central Landfill Homeowners Convenience Center
"County Project of the Year"

 The County Engineers Association of Maryland (CEAM) named the Cecil County Central Landfill Homeowners Convenience Center the "County Project of the Year" in the large projects category at their annual awards ceremony held at the Clarion Fontainebleau Resort Hotel in Ocean City, Maryland on September 18, 2008.

 CEAM's project awards program is intended to recognize county projects that address the needs of the citizens, provide cost effective solutions, and demonstrate innovative engineering and construction.  The large projects category recognizes projects costing over $500,000.  One winner is selected by the CEAM Awards Committee annually.

The Cecil County Central Landfill Homeowners Convenience Center is a state-of-the-art facility intended to serve the current and future municipal waste disposal and recycling needs of the citizens of Cecil County.  It provides a consolidated "one stop shop" for residents to drop off their household trash and recycling including paper, plastic, cardboard, glass, metals, electronics, and used motor oil and antifreeze in one convenient location.  It replaced an antiquated facility that did not have adequate capacity to meet customer demand, resulting in long queues and unacceptably long wait times.  The new facility has over three times the capacity of the old facility.  It was constructed in about one year at a cost of $5,000,000 and was placed into operation in May 2008.        

 The project was managed by the Engineering & Construction Division of the Cecil County Department of Public Works.  It was designed by the consulting engineering firm of George, Miles, and Buhr, LLC, and constructed by JJID, Inc.    Craig Marker, P.E., accepted the award on behalf of the Cecil County Department of Public Works.  Brice Foxwell, P.E., represented George, Miles, and Buhr, and Joe Julian and Kris Swanson represented JJID, Inc.

 "The Board of Commissioners are proud of the accomplishments of the Public Works Department and being recognized for having a state-of-the-art facility in Cecil County", said President William Manlove.  "The new Homeowners Convenience Center is a significant improvement over the old facility, and has been very well received by landfill customers. The project team worked through many challenges and I'm delighted to see their efforts recognized by the County Engineers Association of Maryland," said Scott Flanigan, County Director of Public Works.  

 The County Engineers Association of Maryland, founded in 1953, is a non-profit organization comprised of over 600 county, state, municipal, and consulting engineers, material suppliers, and construction contractors dedicated to improving the level of public works and related services provided to the general public by counties in the State of Maryland.  It seeks to accomplish this mission through the exchange of information, education and training, policy development and promotion, and otherwise serving as an advocate for public works and infrastructure needs in Maryland.
