Community Partnerships 

The mission of the Community Partnerships Division is to identify critical community needs and build capacity for solutions. The Division is focused on four areas: addressing substance use prevention for youth (through the Cecil County Drug-Free Communities Coalition), supporting programs for children and families (through the Local Management Board), diverting first-time juvenile offenders (through the Neighborhood Youth Panel), and promoting and supporting volunteer service for residents of all ages.  Through these efforts, we envision a community where citizens are engaged and have opportunities to achieve their highest potential. 

Cecil County Drug-Free Communities Coalition (DFC)

The Coalition meets monthly to address substance use prevention for youth.  The program is funded through a federal grant, and major partners include the Cecil County Health Department, Cecil County Department of Community Services, Cecil County Public Schools, and NorthBay Adventure Camp. Local Management Board (LMB)

The mission of the Cecil County Local Management Board (LMB) is to promote the existence of a quality service delivery system for Cecil County children, youth and families through a comprehensive planning process that emphasizes interagency collaboration, accountability, and citizen involvement with local decision-making authority.

Local Care Team (LCT)

If a child has experienced trauma, seeking new services, has severe behavioral issues or needs help managing a mental illness the Cecil Local Care Team (LCT) is here to help.  The goal of the Local Care Team is to connect people to community resources and case management services that support children and stabilize families.

Neighborhood Youth Panel (NYP)

The Neighborhood Youth Panel (NYP) is a successful diversion program for first-time juvenile offenders. The NYP is comprised of volunteer panelists, staff, and law enforcement officers whose role is to help encourage positive behavior changes, allowing young people to avoid involvement in the Juvenile Justice system.  

Volunteer Engagement Program

Volunteer engagement initiatives include Volunteer Cecil (a web-based volunteer recruitment system), the Retired & Senior Volunteer Program (RSVP), Cecil Cares (a countywide day of service) and offering and supporting numerous volunteer opportunities within the Department of Community Services.  Please visit our Volunteer Opportunities page for more information.
