The Plans Review Branch operates under the Development Services Division of the Cecil County Department of Public Works. The Plans Review Branch is responsible for the review of road and storm drain plans, stormwater management plans, and water and waste water plans.
Mission:
The mission of the Plans Review Branch is to protect the citizens of Cecil County from unsafe land development and engineering practices. Our mission will be accomplished by:
- Keeping abreast of all Federal, State, and County code revisions.
- Review all submitted engineering plans (including: road and storm drain plans, stormwater management plans, and water and waste water plans) for proper design and adherence to county code.

As required by the Stormwater management Act of 2007, the Cecil County Stormwater Management Ordinance has been modified to implement environmental site design (ESD) to the maximum extent practical (MEP). The Department of Public Works would appreciate receiving any comments by October 1, 2009. Please review the document by clicking on the following link:

- The Maryland Department of the Environment (MDE) released the Model Stormwater Management Ordinance. The document provides guidance to local jurisdictions on how their ordinances must be modified in order to meet the requirements of the Stormwater Act of 2007 - namely how to incorporate environmental site design (ESD) concepts to the maximum extent practicable in the planning and approval process of stormwater management plans. The model ordinance will shape changes to the Cecil County Stormwater Management Ordinance over the upcoming year. Below is the link to the document:
