Water and Wastewater

Cecil County provides water and /or sewer services to the following areas in the County:  Charlestown, Harborview, Cherry Hill, North East, Bay View, Trinity Woods, Carpenters Point, Highlands, Meadowview, Pine Hills and Arundel.  The Treasurer's Office is responsible for billing and collection of these services, which are billed on a quarterly basis as follows:  January through March, April through June, July through September and October through December.
 
Billing Rates

Effective July 1, 2007, the current rate for water is $7.00 per thousand gallons, and sewer service is $6.11 per thousand gallons.  On metered accounts operated by the County, the combined minimum rate is $131.10 for 10,000 gallons minimum.  In the areas with County sewer service and no water service, the rate is $91.65 per quarter, per living unit, based on 15,000 gallons minimum.  For accounts with Town water service and County sewer service, the County sewer bills are based on the town meter readings.  That sewer rate is $6.11 per thousand gallons with a 10,000 gallon minimum charge of $61.10 per quarter.
 
Billing and shut-off policy

Bills are mailed the first working day of the month following the end of the quarter.  Payment is due the 30th of the same month.  A second notice will be sent to customers with an unpaid balance on the tenth of the following month.  The unpaid balance will accrue a one percent (1%) per month interest charge.  Customers with unpaid balances on County-metered accounts will be shut off the last Wednesday of the second month following the bill date. In order to prevent the disruption of service, payment must be received in the Treasurer's Office no later than 4:30 PM the day before the scheduled shut-off.  If a property is put on the shut-off list, a $25.00 penalty will be added to the bill and must be paid in order to re-establish service.  Payment for accounts scheduled for shut-off must be made by cash, certified check, money order or Discover Card. Once payment has been received, service will be restored within forty-eight (48) hours.
