TEMPORARY SUPPORT STRUCTURE OF THE GILPIN FALLS COVERED BRIDGE

ADDENDUM NO. 3
TO ALL PROSPECTIVE BIDDERS:
Please note the following changes, additions, and information presented herein in connection with the above referenced project. The prospective bidder shall acknowledge on the Bid Form the receipt of Addendum No. 3. This Addendum is hereby made a part of the Contract Documents on which the Contract will be based and is issued to modify, explain and or correct the original Contract Documents.
Addendum covers questions/issues brought up during and after the prebid meeting:
Modifications have been made to page TS-7. These modifications have been enclosed with this addendum.
- Due to the proposal changes the BID OPENING DATE SHALL be changed to OCTOBER 31, 2007 at 1:30 pm.
- A copy of prospective bidders who received a set of the design documents has been enclosed with this addendum.
- David Pyle and Jonathan Pohlman gave an overview of the project.
- This will be a Cecil County contract and no changes to scope, schedule or cost shall be allowed without written permission from the Cecil County Department of Public Works (DPW).
- All technical questions shall be directed to the Cecil County DPW (Jonathan Pohlman).
- The project will be similar to that of a design-build.
1. Modifications to the IFB
Make the following changes:
A. All references to the Bid Opening Date shall be changed to: "Bid Opening shall be October 31, 2007 at 1:30 pm".
B. Page TS-7; After "(4) Snow Load. 25 psf, applied to the roof.", insert a new paragraph as follows:
"All elements of the temporary support structure shall also be designed to support any additional loads that might be imposed upon it, including, but not limited to stream flow and ice impact, at the discretion of the engineer designing the temporary support structure."
C. Page TS-7; After "The prefabricated bridge shall be certified by the supplier for the loading required by this specification.", insert a new paragraph as follows:
"The temporary support structure shall not restrict the existing waterway opening by more than 10%."
D. Page TS-7; Paragraph 5, change "…by a minimum of 1'-6" in any direction, so that the covered bridge can be realigned under the future rehabilitation contract." to "…in any direction that is required to properly realign the covered bridge under the future rehabilitation contract. The maximum amount of out-of-plumbness of the covered bridge structure in its current position is estimated to be a maximum of 1'-6"."
2. Pre-Bid Conference Meeting Minutes
A Pre-Bid Conference was held on Wednesday, October 10th at 10:30 AM at the Commissioners' Board Room, County Administrative Building, 107 North Street, Elkton, MD 21921 to provide an opportunity for prospective bidders to ask questions regarding the Contract Documents. The following is a summary of the topics discussed and answers presented herein.

Questions from floor:
Q: Is professional liability insurance required?
A: Yes. Based on the nature of the project, the Engineer responsible for the design of the temporary support structure shall have professional liability insurance as indicated in the General Provisions.
Q: Is access from SHA needed for this project?
A: All necessary R.O.W. has been acquired in accordance with SHA directives. A letter indicating this is attached and made part of this Addendum.
Q: Does the design loading of the temporary support structure include ice impact?
A: The design loads provided are the minimum required by the performance specification, but are not all inclusive. All necessary design loads shall be at the discretion of the engineer. Please refer to the additional clarification regarding design loads in this Addendum.
Q: Can a crane be placed near the southwest corner of the bridge?
A: A crane may be placed, but the embankment must be adequately built up to create a flat surface. A plan or sketch of the proposed embankment must be provided before construction, for review and approval.
Q: Will all environmental permits be secured before Notice to Proceed?
A: Yes. Notice to Proceed will not be granted until all environmental permits have been secured.
Q: What are the MBE/WBE requirements for this project?
A: Since this project is entirely County funded, there are no MBE/WBE requirements.
Q: What type of finish is required for the temporary support structure?
A: Any type of finish may be used, provided the temporary support structure can remain serviceable without maintenance for three years.
Q: Do the siding boards that are required to be removed contain lead paint?
A: Studies have not been performed to determine the presence of lead based paint. As a precaution, siding boards that are to be removed shall be removed in their entirety. Siding boards shall not be cut, burned or abraded during their removal. All waste generated that could have suspect lead paint shall be disposed of in accordance with local, state, and federal regulations with the assumption that they contain lead based paint.
Q: Is it necessary that each vertical support attachment be required to move 1'-6" in any direction?
A: Portions of the temporary support structure must be movable such that under the future rehabilitation contract, the covered bridge can be properly aligned. Please refer to the additional clarification regarding this movement in this Addendum.
Q: Can concrete be utilized as the substructure for the temporary support structure?
A: No, only structural steel and/or timber cribbing shall be utilized for the substructure of the temporary support. The intention is that steel or timber cribbing can be easily removed upon completion of the future rehabilitation contract.
Q: Will the structure need to be stabilized before it is realigned?
A: Under this contract, the temporary support structure, once installed, shall only serve to support the covered bridge in its current position. No realignment or other movement of the structure will be permitted.
Q: Does the 150 calendar day completion time include both the design and construction phases?
A: Yes. Due to the urgent need to complete this project based on the critical condition of the bridge, all work, including design and construction, shall be completed within 150 calendar days.
Q: If a custom fabricated temporary bridge support is utilized, does the Engineer who designs the support need to be pre-approved?
A: No. The only requirement is that the engineer be registered in the State of Maryland and have at least 5 years experience in the design of bridges.
