Invitation to Bid

Sealed bid proposals for "Asphalt Overlay III" as described in the respective proposal package for the Cecil County Government, Department of Public Works, Roads Division will be received from qualified bidders until May 7, 2007, at 1:30 P.M. in the Purchasing Office, 218 North Street, Elkton, MD 21921.  No bid proposal will be accepted after the scheduled bid opening.  
 
All interested vendors shall attend a Mandatory Pre-bid Conference to be held at the Roads Division Office, 758 East Old Philadelphia Road, Elkton, MD 2    1921 on April 23, 2007 at 8 A.M.  The Contract will consist of installation of hot mix overlay asphalt surface course, wedge and level, associated milling and placement and compaction of shoulder material and other required work according to referenced specifications and procedures.  Additional specifications and/or instructions to bidders may also be obtained by calling the Purchasing Department, (David Pyle, Purchasing Agent), at 410-996-5395/5396 (or dpyle@ccgov.org) or Department of Public Works, Roads Division (Dan Webber) at 410-996-6271.  Bid packages may be picked up at the Purchasing Department, 218 North Street, Elkton, MD  21921.  

Electronically submitted bids will not be accepted.  Bid proposals will not be accepted from contractors who have not obtained original plans and documents from the Cecil County Purchasing Department.

The Board of County Commissioners of Cecil County reserves the right to reject any or all bids and to waive technicalities.

Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations published unless a vendor/contractor provides a written request barring the disclosure of their information until after specific proposal award.  

LOCAL CONTRACTORS PREFERENCE:  Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment, and services.
