CARPENTERS POINT WASTEWATER COLLECTION SYSTEM PHASE II

Invitation to Bid

Sealed bids to furnish all materials, labor, tools and equipment necessary for the construction of the Carpenters Point Wastewater Collection System - Phase II will be received from qualified bidders on or before January 24, 2007 at 2:00 p.m., local time, by the Board of County Commissioners of Cecil County, in the Cecil County Department of Purchasing, 218 North Street, Elkton, Maryland 21921, at which time and place, each bid will be publicly opened and read.

The project will generally consist of the construction of gravity sewers, grinder stations and small diameter forcemains for various areas within Carpenters Point, Cecil County, MD.

Contract Documents may be obtained from the Cecil County Department of Purchasing, 218 North Street, Elkton, Maryland 21921, Phone:  (410) 996-5395, e-mail dpyle@ccgov.org.  A non-refundable charge of $125.00 will be made for each set of plans and specifications.

A mandatory Pre-Bid Conference will be held at the County Administrative Building, 107 North Street, Elkton, Maryland 21921 on January 4, 2007, at 9:00 a.m.  A Site Visit will follow immediately after the Pre-Bid Conference.  Attendance at the site visit is optional but strongly encouraged. 

Electronically submitted bid proposals will not be accepted. 

Bid proposals will not be accepted from contractors/vendors who have not obtained original plans and documents from the Cecil County Purchasing Office. 

Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations unless a vendor/contractor provides a written request barring the disclosure of their information until after specific bid award.

The Contract will be awarded to the lowest responsible, responsive bidder.  In accordance with Cecil County Code, Purchasing Ordinance, Section 183-21, The Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment and services.   The amount shall not exceed six percent (6%) of the amount bid or quoted and/or $60,000, whichever is less.

The Board of County Commissioners of Cecil County reserves the right to reject any or all bids and to waive technicalities.
