Invitation to Bid

Sealed bid proposals for "Homeowners Convenience Center" as described in the proposal package, for the Cecil County Government, Department of Public Works, Water and Wastewater Division will be received from qualified bidders until 1:30 PM, January 31, 2007 at the Purchasing Office, 218 North Street, Elkton, MD 21921.

The work under this Contract consists of, but not limited to the following:

1. Clearing and grubbing
2. Demolition of existing pavement
3. Demolition of existing recycling center
4. Construction of new recycling building
5. Construction of new retaining wall structure
6. Construction of new attendant building
7. Construction of new access roads
8. Construction of new sanitary sewer and forcemain extensions
9. Construction of new water supply extension
10. Installation of required electrical modifications and improvements
11. Construction of associated stormwater management control facilities
12. Miscellaneous site improvements to facilitate the construction of the New Homeowner's Convenience Center
13. The Contractor shall provide all labor, equipment, tools, appliances, materials, and incidentals, and shall perform all operations required to completely finish all of the work included in these Contract Documents in a manner approved by the County and the Engineer.

Additional specifications and/or instructions to bidders may also be obtained by calling the Purchasing Department, (David Pyle, Purchasing Agent), at 410-996-5395/5396. Bid packages may be picked up at the Purchasing Office at a cost of $100.00 per package.

A Mandatory pre-bid information conference will be held on January 5, 2007 at 9:00am in the Cecil County Roads Division Office, 758 East Old Philadelphia Road, Elkton, MD 21921.  A site visit will immediately follow the pre-bid meeting. Bids will not be accepted from any contractors not attending this meeting.

Electronically submitted bid proposals will not be accepted.  Bid proposals will not be accepted from contractors who have not obtained original plans and documents from the Cecil County Purchasing Department.

Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations published unless a vendor/contractor provides a written request barring the disclosure of their information until after specific proposal award.

LOCAL CONTRACTORS PREFERENCE:  Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment, and services.
