Invitation to Bid

Sealed bid proposals for "Cecil County Hauling Service" as described in the proposal package, for the Cecil County Government, Department of Public Works, Water and Wastewater Division and Solid Waste Division will be received from qualified bidders until 2:00 P.M., on November 15, 2006, in the Purchasing Office, 218 North Street, Elkton, MD 21921.  The Contract will consist of hauling sludge from Wastewater Treatment Plants to the Cecil County Landfill and hauling and disposing of scrape tires and emergency hauling of refuse and recyclables from the Cecil County Landfill to appropriate disposal areas.  All hauling will utilize County owned trailers except for the hauling and disposal of scrape tires.  The hauler's equipment must be able to connect to the County's trailer hydraulics.  Contractors will be able to schedule inspection of these trailers by calling the designated divisions.  Additional specifications and/or instructions to bidders may also be obtained by calling the Purchasing Department, (David Pyle, Purchasing Agent), at 410-996-5395/5396 or Department of Public Works, Water and Wastewater Division (Jeff Coale) at 410-996-6260 and Solid Waste Division (Peter Bieniek) at 410-996-6275..
 
Electronically submitted bid proposals will not be accepted.  

Bid proposals will not be accepted from contractors/vendors who have not obtained original plans and documents from the Cecil County Purchasing Office.

Upon request, the Purchasing Office will provide vendor lists to requesting parties for all solicitations unless a vendor/contractor provides a written request barring the disclosure of their information until after specific bid award.  

LOCAL CONTRACTORS PREFERENCE:  Section 183-21 of the Cecil County Code provides for Local Preference whereby the Board of County Commissioners of Cecil County reserves the right to show preference to local bidders in the purchase of supplies, equipment and services.
