Chief, Engineering and Construction

Cecil County Department of Public Works seeks a Chief, Engineering and Construction with a starting salary commensurate with qualifications and experience according to County policies and procedures (Grade 12N). This position is responsible for the management and execution of the Department's Capital Improvement Program including the planning, design, and construction of roads, bridges, solid waste, water, and wastewater facilities and associated infrastructure. Provides engineering support to the Department's operating divisions including Roads, Water & Wastewater, and Solid Waste Management.

POSITION REQUIREMENTS: Bachelor of Science in Civil Engineering or closely related field, six (6) or more years of experience in the engineering, design and construction of public works projects, a valid Class "C" non-commercial driver's license, and a valid Maryland Professional Engineer's license or ability to obtain within one year. 

DUTIES: Include, but not limited to planning, scheduling, assigning, and supervising the work of the professional, technical, and administrative staff within the Engineering and Construction Division of the Cecil County Department of Public Works; develop the scope of CIP projects; prepares and manages the operating budget; manage architectural and engineering personnel in support of County projects (Roads, Water & Wastewater, and Solid Waste Management Divisions; review plans, designs, and budgeting; prepare and/or review cost estimates by staff; support the County Budget Manager and Treasurer's Office; obtains funding for public works projects through federal and state grants; resolves engineering, administrative, and field construction problems and disputes as needed; manages the County Right of Way acquisition program;assists the Director and Deputy Director of Public Works in responding to complaints and inquiries from the Board of County Commissioners, other government agencies, and the general public; serves as the representative of the County to the public; performs all other duties as directed.
