Council Responsibilities
The Council is comprised of five county residents, who reside in their respective district and are elected at large by the Cecil County voters. The Council members choose a President and Vice President from among their members.
The Charter of Cecil County, Maryland, Article 2. Section 202 defines the power of the Council as “All legislative powers which may be exercised by the County under the Maryland Constitution and laws of the state are vested in the Council, subject to those powers retained by the people of the County as hereinafter set forth in Section 308 of this Charter”. Section 308 refers to the guidelines for Referendum that allows for a law or a portion of a law to be sent to the voters for approval upon the filing of a petition signed by 10% of the registered voters in Cecil County.
Other Council duties include confirming appointments made by the County Executive for individuals to head each principal operating department, office or agency of the executive branch, and individuals to serve on boards, commissioners or committees; enacting the annual Budget and Appropriations Ordinance, levy the amount of taxes required by the budget; approving budget amendments, etc. You may also view the 2022-2024 Council Appointments for Boards, Commissions and Others.
