Jim Mullin began serving his first term as Commissioner of the First District on December 8, 2008. He holds a professional SRA designation through the Appraisal Institute as a certified residential real property appraiser in the State of Maryland, Delaware and Pennsylvania. He owns and operates his own real estate appraisal firm.

Commissioner Mullin will represent the Board of Commissioners as a member of the following organizations:
- Maryland Rural Development Corporation
- Parks and Recreation Board (alternate)
- Wilmington Area Planning Council (WILMAPCO)
- Upper Shore Regional Council, Vice Chair
