MINUTES OF THE BOARD OF COUNTY

COMMISSIONERS MEETING

 

May 12, 2009 - 2:00 P.M.

 

            The Board of County Commissioners for Cecil County met in session for a public hearing on the constant yield tax rate and public hearing on the FY10 budget at the County Administration Building, 200 Chesapeake Blvd, Elkton, MD.  The following members of the Board were present:

 

            Brian L. Lockhart, President

            Rebecca J. Demmler, Vice President

            Wayne L. Tome, Sr., Commissioner

            Robert J. Hodge, Commissioner

            James T. Mullin, Commissioner

 

Constituting a full Board.

 

            The meeting of the Board of County Commissioners for Cecil County, May 12, 2009 was called to order by Commissioner Lockhart at 2:00 p.m. and opened with the Pledge of Allegiance.

                       

            PUBLIC HEARINGS -

 

            CONSTANT YIELD TAX RATE HEARING

 

            Craig Whiteford, Budget Manager, opened the public hearing by reading the public notice that was published in the Cecil Whig regarding the constant yield tax rate for the FY10 budget. The proposed tax rate is $.94 of $100 of assessed value, which is two-cent reduction in the current rate.

 

PUBLIC COMMENT -

 

            President Lockhart opened the floor for public comment. 

 

Douglas Harrison, 192 Nellies Corner Road, Rising Sun, MD - commented in reference to lowering the constant yield rate further and cutting costs.

 

The Constant Yield Tax Rate will be set on May 26, 2009 at 2:00 P.M.

 

-          PUBLIC HEARINGS -

 

-          FY 2010 CECIL COUNTY BUDGET-

 

            Budget Manager Craig Whiteford presented an overview of the FY10 proposed budget.

 

PUBLIC COMMENT -

 

President Lockhart opened the floor for public comment.  The following citizens voiced their concerns/comments relating to the FY 2010 proposed budget:

            Commissioner Lockhart stated that the Commissioners would take all comments under consideration.  The FY10 budget will be approved at the May 26, 2009.

 

COMMISSIONERS' COMMENTS -

 

Commissioner Demmler stated that the proposed budget has not been finalized and the Board will be working very hard over the next several weeks.

 

Commissioner Hodge commented that anyone could appeal their assessment at any time and encouraged citizens to do so, if they feel their assessment is too high.  He also stated that the proposed budget is not final, there is still much to be considered.

 

Commissioner Tome commented that it is important to strike a balance with the constant yield tax rate and the proposed budget, so as to not fall behind and be unable to catch up with costs in the long run.

 

There being no further business of the County Commissioners, the meeting concluded.
