He was in the waste management business for sixteen years where he was the Sales Manager for Waste Management Inc. |

Commissioner Lockhart will represent the Board of Commissioners as a member of the following organizations:
A lifelong Cecil County resident, Commissioner Lockhart was past president of the Rising Sun Business Association, former member of Union Hospital Health Services Board of Directors, former member of the Cecil Federal Banks Advisory Board, a member of Mount Aviat Board of Directors, and a member of Good Shepherd Parish.
