Brian Lockhart began serving his first term as commissioner on December 11, 2006 representing the Third District.   In December 2008, he was elected by his fellow Commissioners to serve as President of the Board of County Commissioners.  He is a member of the Board of Directors of Cecil Bank.  Brian has been in the  waste management business for over twenty years.  He currently operates Signature Waste Services and Monterey Refuse Service.

Commissioner Lockhart will represent the Board of Commissioners as a member of the following organizations:

• Bainbridge Development Corporation
• Economic Alliance of Greater Baltimore
• Maryland Association of Counties
• Parks and Recreation Board
• Social Services Board

A lifelong Cecil County resident, Commissioner Lockhart is a member of the Mount Aviat Board of Directors, a member of Cecil Bank's Board of Directors, and a member of Good Shepherd Parish.  He served as past president of the Rising Sun Business Association,  former member of Union Hospital's Health Services Board of Directors, and a former member of the Cecil Federal Banks Advisory Board.   He is married with two children, Briana (14), and Franklen (11).  Please do not hesitate to contact Commissioner Lockhart with any comments, suggestions, or concerns.
